Requirements Analyst

This project shall provide trade studies, gap analysis, research, evaluation, assessment, validation, compliance and support in the following areas:  commercial communication systems; enterprise information systems; informatics; security analytics; machine learning; multi-domain platforms; data visualization; crowd sourcing; user and entity behavior analytics; mobile technologies/applications; network design and integration (audits, authentication, and access controls); high-performance computing (hardware and software); and multi-level and cloud security.

Requirements Analyst Representative Tasks:

  • Support all phases of the requirements generation process, including analysis of alternatives (AoA), and production of studies and supporting documents;
  • Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats;
  • Construct workflow charts and diagrams; studying system capabilities; writing specifications;
  • Improve systems by studying current practices; designing modifications;
  • Recommend controls by writing improved procedures;
  • Define project requirements by identifying project milestones, phases and elements;
  • Prepare technical reports by collecting, analyzing and summarizing information and trends;
  • Interpret, evaluate and interrelate research data and develop integrated business analyses and projections for incorporation into strategic decision-making;
  • Actively monitor change requests and the implementation of approved changes, and inform all appropriate personnel;
  • Conduct insightful, ad hoc analyses to investigate ongoing or one-time operational issues, and document corrective action procedures;
  • Provide user requirements support in the definition process to collect, identify, define, aggregate, conceptualize, and prioritize strategic and near-term requirements;
  • Define and document detailed business and functional user requirements, collected through interviews, workshops, and or existing systems documentation and procedures, to evaluate legacy systems, business processes, applications, and data for potential cloud migration;
  • Regularly assess technical systems and monitor systems development efforts to evaluate risks, ensure alignment with current technology trends, and to identify and recommend areas for improvement, cost savings, consolidation, and retirement/replacement;
  • Meet with stakeholders and serve as an interface for the collection, tracking, and management of operational user requirements for multiple IT capabilities and systems;
  • Analyze technical and functional systems documentation to identify key points, and discover potential problems;
  • Draft business and functional documentation such as mission needs, concepts of operation, cost benefit analyses, impact assessments, and workflow diagrams;
  • Prepare reports, briefing materials, talking points, and other documents, often on short notice, regarding IT issues;
  • Use strong written, oral, and presentation skills to provide updates to management regarding current IT projects and initiatives;
  • Work with the client product owner to analyze and define product scope and objectives through research fact-finding combined with comprehension of applicable business systems and industry requirements;
  • Analyze business and user needs, document requirements, and revise existing system logic difficulties, as necessary;
  • Create and edit requirements, specifications, business processes and recommendations related to proposed solution;
  • Collaborate closely with developers to implement the requirements;
  • Conduct workshops and other forms of requirements gathering for stakeholders;
  • Collaborate with all requirements stakeholders in developing estimates and analyzing alternatives;
  • Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable and that they conform to standards. Implementing ways to reuse requirements across projects;
  • Develop and document processes for requirements traceability. This includes tools and techniques allowing for traceability from operational to functional to technical;
  • Collaborate with teams across the customer organization to improve processes, results, and effectiveness of requirements plans and processes;
  • Support studies and analysis of component requirements and capabilities in OCIO mission areas;
  • Respond to ad-hoc taskers.
  1. Requirements Analyst Qualifications:


  • Must have an active TS clearance, eligible to be nominated for an SCI billet;
  • MA/MS and 5+ years’ experience or BA/BS and 8+ years’ experience is required;
  • Minimum of 5 years of experience in IT requirements management (development, review and analysis), Systems Development, Systems Management, and /or IT Business Analysis;
  • Proficiency in Microsoft Office Suite;
  • Solid client service, time management and leadership skills as well as written and verbal communication skills;

Highly Desired Knowledge, Skills and Abilities:

  • Degree in IT, Computer Science or related discipline is preferred;
  • Experience within an Intelligence-focused operational environment (defense, national security, and/or law enforcement);
  • Experience drafting documentation and presenting information to executive management audiences regarding systems operations, technical and functional requirements, processes, and methodologies;
  • Experience with big data and data warehousing;
  • Experience supporting successful migration paths toward distributed processing and cloud-based services (i.e., IaaS, PaaS, or SaaS) and their application within federal government community frameworks, such as IC-ITE GovCloud, IC-ITE C2S, MS Azure, and/or Amazon Web Services;
  • Familiarity with federal government cloud industry standards, guidelines and regulatory/compliance requirements such as ISO 27001, Cloud Security Alliance (CSA), NIST 800-53, etc.
  • Ability to proactively manage multiple high-visibility tasks in a fast-paced environment, and work with diverse teams with competing interests to reach consensus on best paths forward;
  • Ability to translate and communicate complex subject matter between technical and non- technical audiences;
  • Proficiency in MS Project and SharePoint.
