Business Process Analyst – Quantico

  1. Business Process Analyst Representative Tasks (as required by TPOC):
  • Identify key processes, process flows, information requirements, decision points or criteria to improve visibility and transparency;
  • Assist in the visualization and presentation of the each captured process, key process relationships and exchanges to include descriptive documentation captured in each IPT session;
  • Establish process area segmentation and activities to complete given tasks or processes;
  • Document process flows and decision points to support establishing the acquisition processes baseline of activities to meet mission;
  • Identify the core information elements associated with those processes;
  • Assist in the development of a baseline for process oriented instructional materials, methods to support process oriented problem solving, and annual business process reviews;
  • Develop core process centric guides, learning objectives and processes for leadership problem solving and annual business process reviews;
  • Work with process owners to document current processes and re-design/document processes to be more efficient;
  • Develop and maintain process mapping for OCIO and DCSA Enterprise IT, which depicts processes within and between organizational entities and information flows across organizational boundaries;
  • Document policies, standards, processes, practices and templates to govern systems engineering and IT project governance framework;
  • Integrate all of the processes that control IT execution within OCIO and DCSA Enterprise IT;
  • Provide training, support, and monitoring/assessment for effective implementation of OCIO and DCSA Enterprise IT processes;
  • Perform audits of IT projects within DCSA for compliance with OCIO and DCSA Enterprise IT governance framework;
  • Develop sustainable mechanisms to document, store, and retrieve all OCIO and DCSA Enterprise IT policies, standards, and processes;
  • Identify targets for process improvement through surveys and assessment;
  • Identify best processes/practices and work with directorates to adapt these best processes/practices in key process areas;
  • Identify ways to standardize processes and improve process efficiencies in order to reduce cost and increase productivity;
  • Work with divisions to adapt standardized processes (Control Objectives for Information and Related Technology (COBIT), Information Technology Infrastructure Library (ITIL), IEEE standards) and best practices with Capability Maturity Model Integration (CMMI) Level III as a maturity target;
  • Perform process assessments to identify process gaps in current state processes, provide analysis and recommendations to improve current processes and to address process gaps, and define and document processes consistent with the COBIT framework;
  • Recommend potential COTS solution(s) to help solve IT process issues;
  • Create Gap Analysis by reviewing system documentation (file layouts, specification manuals, etc.) for upcoming collection period comparing to previous year collection;
  • Develop and maintain Key Performance Indicators (KPIs) and metrics to measure and monitor the performance of the requirements and analysis process;
  • Collect process performance metrics and KPIs to identify trends and patterns, to develop recommendations to correct or mitigate negative patterns and trends in process performance and to improve total process performance;
  • Prepare reports and briefings detailing trends, patterns, and recommendations;
  • Respond to ad-hoc taskers.

Business Process Analyst Qualifications:

Required:

  • Must have an active TS clearance, eligible to be nominated for an SCI billet
  • MA/MS and 5+ years’ experience or BA/BS and 8+ years’ experience is required
  • Proficiency in Microsoft Office Suite
  • Solid client service, time management and leadership skills as well as written and verbal communication skills
  • Must be a team player and work in a collaborative environment

Highly Desired Knowledge, Skills and Abilities:

  • At least 5+ years of experience in business process re-engineering
  • At least 5+ years of experience in producing Process Models and Diagrams using BPMN, UML, Visio or other Process Modeling tools
  • At least 5+ years of experience in documenting policies, standards, processes, practices, templates, business scenarios, and use cases to govern systems engineering and IT project governance framework

  • Strong analytical and communication skills
  • Expertise in data collection
  • Expertise in using data visualization and dashboard tools
  • Experience using MS Office and MS SharePoint
  • Industry certifications in one or more of the following is required: CMMI, COBIT, ITIL, Agile or SAFe
